I know this is a tad old but for some of us who use Nav2009 and Jet Reports the Ignore Other Apps options is not acceptable BUT since our systems are 64 bit using 64bit Office did help if these fixes in the Video didn't help you like us.

"Unblock" worked for me.
Environment: Windows-10, Excel 2019, .xlsx file saved from a web page. When opening file Excel reports that there is not enough memory to open the file.
I opened the .xlsx file properties and checked the "Unblock" box related to security as the file was, certainly, from another computer. File opened, issue fixed.
How Microsoft can get away with such unfriendly user code is beyond me.

I have done what you show me and restart the computer, when I open the file again, all my file is blank, there is nothing in the excel sheet, so I have to untick and restart my computer again, then my file is appear but I am back to square one!

But my error prompt was 'Out of memory' when I was trying to edit VBA.
