Why Is Hollywood Race Swapping Comic Book Redheads?

Time and time again, instead of race or even gender swapping characters, why not make new characters?
Ah, but that requires Hollywood having any actual talent to do anything beyond zombifying established franchises.

Hollywood and TV race swaps white characters only leads to so many non-white characters left shelved/underutilize. For instance, in DC Comics there's this group of characters called the Elite. Comprise of Manchester Black, the Hat, Menagerie and Coldcast. When these characters were brought to the CW Supergirl show, Coldcast who's black was nowhere on the show. But at the same time they race swapped Manchester Black. Because apparently if a character has black in their name their skin color has to match. And recently there's been cases of black characters being whitewashed. In The Batman movie there's a character name Mackenzie Bock who's black in the comics was made white in the movie. The She-Hulk show has a character name Thunderball who's also black in the comics but was made white on the show. I postulate that Marvel and DC don't wanna utilize their diverse characters but don't wanna lose the copyrights. So they allow the movie/TV studios to have white actors playing non-white characters.
