I say first time they are payed. If they come back then they front that bill. And if they last longer then 4 years out then they get a bonus. Add more if that person is educated at a higher lvl than when they came in.

Private prisons are exactly how the pandemic worked. They are incentivized to have many beds and get money if they fill them so they find any way ti fill them and keep them full even if there is no need
