It's just optimized for it's mission. It's like a lotus Elise with a 500hp tune. Sure the Corvette can go faster, but the lotus will get to it's top speed much faster, and out corner just about anything else on the road.

During the Vietnam War the US discovered that pilots rarely went very fast because it was both impractical and burned too much fuel.

Speed came from the need to intercept nuclear bombers before they could launch, but didn't translate to most other combat roles.

So current generation fighters aren't built with top speed as a major factor, instead the have super cruise or the ability to fly faster than sound without afterburner. In otherwords they can fly further for longer

Also does not have variable inlets to keep supersonic air from the engine. There are fixed inlets that don’t work to the same degree. Variable inlets increase the radar cross section.
