She could have just said an account is setup on NIMO where a user is issued a username and password, then they request info and upload supporting subpoena docs. Once subpoena is approved, her team is the one that gives the user a PDF file of the requested data. Not all that junk she said which sounded like once a user sets up an account they give them access to the raw data.
