No, because a penalty is a punishment that was a denial of a scoring opportunity in the box so I think it’s fair that they should most likely take there goal that was not given because of a dirty challenge but if we’re talking like the harry Kane penalty vs Netherlands in euro 2024 a bad call, so I would say the last attacking player who made contact with the ball or the closest player to the ball

No, if my team is at 1-1 90 +5 and the defender in the box gets fouled I don’t want him on the pen. If you want to be team pen taker you gotta be the best or train it.
