+no, fatal alway strategies his attack, he alway setup a trap, or sneaky attack or whatever instead of fighting directly when he try to get other sans in five night at fatal, he might look corrupted but he still able to think
+his relationship between flowey gaster is more like partner, they both benefit eachother
you can read code papyrus log to see that fatal will start doing thing himself after he created papyrus


this have been confirmed both in comic (aka five night at fatal) and creator statement.
you can read five night at fatal and at the end of every comic page there will be a statement to see how smart he can be
