I remember while in Afghanistan we would receive thousands of pounds of beans and rice and other dry goods to give out as aid to people in our region. Oddly enough we would get orders to send that aid to the local government to hand out. We asked the locals if they ever received any aid and of course not. One day while on patrol we caught many vendors at the market selling the rice and beans straight out of the bags that said USAID all over it. Took pictures, did our debrief, made a report and were told to stand down. That whatever their government did with that aid was their problem. Disgusting!!!
