Spoilers also help to reduce drag by delaying the onset of vortexes and negative pressure behind the car.

DIFFERENCE-

Spoiler has air passing over it.

Wing has air passing over AND UNDER IT.

Both can create downforce. Spoilers are more volatile typically (they create more drag than downforce)
