The government gave BOEING 5.6B and 10 years later got a barely working capsule; not a complete rocket but just a capsule to carry two people to space. AND IT FAILED to return with astronauts because of safety concerns. The 365M that they gave SpaceX returned huge benefits in Falcon 9; which by the way carried the 56B Boeing capsule to space.
