It kind of depends, mainly in old-school calamity, where the scarlet devil hit for a whopping 80k, and the coldheart icicle did 2% damage, so it could theoretically hit for negatives, and i cant find it in the wiki, but i fondly rememebr the staff of blushie could hit for a million or something if you held it long enough, also lets not forget vehemmence doing 500k sometimes.

Yeah it's the stongest base, but arterial assault build different with elementum arrows( i didn't know that this arrow were from addon)
