This is not true. Apple did this back in 2017, but after getting sued, they made it only slow down after a crash that completely caused the phone to shut down because of lack of power. And even then, you can change it back to running faster if you really want it to keep crashing the whole phone.

Sure, because phones don't get significantly slower when a new iPhone releases or anything like that. Like the secound it comes out the phone gets slow.
