And, all of the people including the stupid panelists LAUGHED THEIR ASSES OFF. As if, that were some normal thing to say. I come across such things from time to time, unfortunately. Nobody raises even the slightest of objections

Actually, this shows a rural person whose English is weak but he tried talking in English. In villages, the translation part of English is very good but it lacks vocabulary. So, he don't know much vocabulary of English and he does not know what he is speaking. Also, he is rural person, he doesn't know about these professional things but he is trying to get the job. His main mother tongue can be any other language but he was trying to speak in English. This shows his determination to change himself accordingly. Although he is unfit for the job but being a person, he was trying to showcase his big achievements. That's may be very small for those who don't know much of about rural India but I will say that it's an achievement for people like him. I appreciate this. This is actually sarcastic to me rather than hilarious.
And the person is random. He is not Sunil Pal. Ethnicity and features of this person and Sunil matches. Some people are calling him Sunil Pal.
And mostly, our comedian do such acts which looks funny but contains deep meaning of pain and sarcastic situations. One such well known example in the world is Charlie Chaplin. Many Indian comedian have such impact because most of them come from similar backgrounds. Also, living in India gives you exposure to all kinds of people.

No worry brother and sister, we are Indian and many of our brothers and sisters don't know English because we have our own different languages which are Hindi, Tamil, Telugu, bihari, haryanvi etc maximum of our different states have different languages and also if he called sir okay (he is famous comedian) but sometimes our real Indian brothers and sisters call it, they just called out in nervousness, because first off all they don't know English and than how much they rectified they forget so in nervousness they address madam as sir.
