Like most of users would like take restart before he leaving office. And I had already unticked and cancelled all restart require whatever in software center, task sequence or deployment options but still auto restart even while user logging. Where did you get the OS upgrade files? I'm trying to used the Servicing Plan feature in SCCM, but I might be doing something wrong. The files you have, are they just upgrade files, or are they a full 1709 Windows OS install?
