To be honest, someone like Organna or Mon Mothma could become Emperor briefly. They'd reverse the recent act of Empire. When Yoda fights Palpatine, the Empire is only hours old. At this time, Emperors were to be appointed from the senate for life. Without Palpatine, whoever took over would soon discover everything that happened.

What would actually happen is that Obi wan would bring Darth Vader with him not feeling Darth Sidious arrival then Padme Amidala would successful give birth knowing Anakin Skywalker around her and Anakin Skywalker would meet his children and find out Palpatine lied to him and put dreams in his head Anakin Skywalker would then hunt down Palpatine then kill him bring balance to the force then raise Luke Skywalker and Leia Skywalker away from the Jedi with Padme Amidala
