Honestly, i wish Thragg kept being a, you know, somewhat grey character instead of becoming 100% evil and badass. This moment really sold me that, while a iron fisted ruler with a ruthless ideology of "might makes right", whoch was lately denounced by the other Viltrumites (as they stated, they followed their king for his wisdom, not his strenght), this moment really sold to me that he have his people futures and interests in head, to the point of allowing him to make a pragmatic decision. Don't get me wrong, pure evil Thragg has his appeal, but keeping him balanced would have been also very interesting.

Thragg understands the bigger picture, yes he’s ruthless and is responsible for killing billions if not trillions of people, but at the end of the day his goal is to make sure his people live on nothing more nothing less.
He realizes that there’s no point in conquering planets if it means all of his people die.
