As a kid I remember having an amazing set of colour pencils that if I smudged with my finger tips it would make my art look printer quality and when I got older I learned what "Watercolour pencils" were. A life changer for me.

Well. A number of things contribute to this...
1. The artist has amazing control over the pressure they put on the pencil
2. Can't say 100%, but this is most likely oil-based colour pencils. Those have smoother texture in the core, and have a "juicier" look to them.
3. Fantastic quality paper. Too smooth and you get no texture at all. Too rough and you get a ton of white shining through, and the colour is unevenly spread.
4. I suspect that the way the paper is lighted probably adds a bit to the look, or there is possibly a gloss to the paper, or something mixed into the pigment in the pencils that makes it a bit more shiny. It's difficult to say without knowing the brand of paper&pencils
