Remember the government passed a new law that electronic devices capable of encryption and transmission is required to work with the FBI to provide a master key (backdoor) to decrypt data. Individual keys are too cumbersome to keep track of and distribute to the government so they have a universal key. They aren't supposed to use without a warrant but they monitor themselves on its use. They can decrypt that data legally with a warrant and posses the knowledge to do so at anytime
