solution: here is the solution about open PDF within Google chrome:
solution 1, download it manually. and then open it with adobe reader.
solution 2, go to chrome setting, then click pravicy and security, then click site settings. after that click additional content settings. find PDF document settings option. enable "Download PDF files instead of automatically opening them in Chrome"

I'm able to open the document in adobe but the text is the same, showing this error. It's almost like the document is actually just the error message. Is there another way to do this? I'm wondering if this is a dummy document.

Works only with Windows or Mac, not Chromebook.

Most people have this problem bexause they are trying to view it in the browser. However Adobe Reader is free, and Soldiers must download the document in orfer to view and edit it.

wtf, you are not fixing the error. Fixing the error to load in chrome means to successfully load in chrome.
