I was also having this problem, whenever i was trying to open Edit>Preferences>General All Time It was Crashing with new errors but i managed it myself by just deleting these :
Goto that Drive where You have Installed The Adobe After Effects 2017 CC(Note:Only Goto Drive Not where You have installed it)
Then Goto Hidden Reveal It]>Roaming>Adobe>After Effects>[There are several folders choose this one][note:if u have 14.0 version] 14.0>Delete These In This Folder

Adobe After Effects 14.0 Prefs-indep-general.txt

Thanks. For people having issues with grayed out "clear settings" here is a trick: close down After Effects and press and hold ctrl+alt+shift and then run after effects with a mouse click. It will ask you to clear cache and preferences so click yes and problem is fixed.

The problem started after installing the nvidia graphics card and drivers. after removing the video card and switching to an integrated graphics chipset, it was necessary to remove the nvidia drivers and the problem was solved) it is probably related to the drivers or the video card. (проблема с крешом на сеттинге началась после установки видеокарты нвидиа и драйверов. после удаления видеокарты и перехода на интегрированный чипсет графики потребовалась удаление драйверов нвидиа и проблема решилась) вероятно она связана с драйверами или видеокартой.)

Worked for me to get preferences working and it told me that my drive was out of cache space. It had somehow moved my cache to the Lightroom directory on my C: drive, no idea how it happened. I set it back to the cache drive and it works great now.

Thanks: 2 years have passed and I had forgotten how to solve this.
2 years and still there is no fix to this major bug. I don't know why I keep putting up with Adobe's incompetence over this and many other of their software.
