Asus always fails: clock stretching even when selecting the right microcode and using unlocked CPU!

Hi how do you know if you are having clock stretching? I have 12700k, asus rog z690e, i overclock to 5.0 to 5.1 pcore, for e core 3.9 to 4.0, offset volateg -0.030. Cinebench score is 1281, sometimes 1255. I downloaded hwinfo64, effective core clock is 4.8 ghz during aida 64, but my clock speed is at 5.0, is this normal? Or its clock stretching?
