Well i think the best is Tor with a tor over vpn connection.

In our hostel, the wifi allows only educational content other content is blocked however we use proton VPN on mobile to unblock but it's not working on laptop can you suggest any better free VPN for laptop that will work on this type of WiFi because not every VPN works with this wifi.
