"Sugar is a great fuel because it has so much Hydrogen in it". Nope. There is a reason they're called Carbohydrates. For every two atoms of Hydrogen in a carbohydrate molecule, there is an atom of Oxygen. The Hydrogen already wasted its energy. The only energy left to burn is from Carbon. This is also why alcohol is not as good fuel as gasoline.

Silly comparison. 38mm 4grain sugar motor, likely full "I" class(somewhere around 600Ns), vs a 29mm hybrid which likely came in at a "G" or "H" class(somewhere around 160-300Ns). They didn't really configure the competition to be highest altitude per motor volume, or propellant mass, or anything. They didn't use the same size rocket either. The Sugar motor was just plain bigger, and naturally if you compare a bigger motor and a smaller one, the bigger one will go higher.

This is what Hamas use in their Qassam rockets BTW, a sugar plus potassium nitrate mix.
You can use fertiliser to get the potassium nitrate, which is probably where they get it.
Once you pack enough in there, they are able to get their homemade rockets to go up to 30km in distance, which is pretty impressive, it also carries a 10kg explosive head.

The sparks in sugar rocket is from added in Iron (III) oxide for better combustion. This can make the fuel 20% more energetic, by increasing the burn rate.
