I have noticed the same thing here with SA CA here it has been finicky lately not agregating everything and it's not the phone in my market most areas are limited to 3xca due to not a lot of n41 spectrum to go around. I see lots of n25+n71 but they exclude the n41 slice and NSA seems to be the worse off to the point not even the icon shows and it just stays on LTE so idk if they messing with the core or they are re amping the band config to start moving more to 5G which has happened in the last months specially with b2 at first they increased it to 20mhz then they splitted into two slices and now some areas have only one slice on LTE at 10mhz and rest on n25 SA

If the b71 changed recently they might soon increase the n71 part they did that in my market but ofc they kept 5mhz cuz b71 is the main low band here no b12 we got b13 but haven't seen any movement for it yet
