Countries with coastlines basically own the water from about 14 miles away from the shoreline. China basically ignored that and drew that ridiculous map claiming the area within the dashed lines as their own. They've even tried making islands in the middle of the South China Sea to extend their claim. The South China Sea is incredibly rich with resources, and many merchant ships travel through it, which is basically why China wants it.
