The HOA is LITERALLY acting as a government body for the city. There is no such thing as a "private" HOA because homeowners purchase the legal rights to a property not from the HOA but from another home owner and or the city.

Legality wise yes, HOA has stupid loopholes that allow them to act with governmental powers that private citizens don't have but that's a topic for a different video.

The problem is that HOAs are starting to operate as public agencies, with closer ties to the city's/township's law enforcement branch. So HOAs can operate like public agencies when it's convenient to them but operate like private businesses when it isn't? Ridiculous

Most new developments are run by HOA’s in the states. This means that the consumer will eventually have no choice but to live under an HOA. This will surely become a legal issue at one point.

I would argue that HOAs should be considered 'governments' in regards to accepting all legal tender, as they operate in the same capacity as a government. They legislate and enforce 'laws', mandate policies, etc. They also usually contract security services as law enforcement, perform fire and safety inspections, are responsible for maintaining public areas and right-of-ways, etc.
