I do all these and still get bumps. I soak for minum 10 mins before shaving, always exfoliate, use a good razor and moisturizing balm. I always use aloe vera and a frangrance free itch cream. I've tried AHA treatment, BHA treatment, hyrocortisone cream... no matter what i get these bumbs, especially on my thigs... Its infuriating. I wish i could afford lazer. Oh and its not chub rub or anything like that. Its definitley from shaving. I also get it on my calves, behind my knees etc.

I started shaving lightly with just water and it’s worked great. No itch, not razor bumps or burn, 0 hair! I just don’t go too hard or too close to the skin. It works really well.

Sometimes I finish a shave with witch hazel before moisturizing. I've also used Destin cream (diaper rash cream) after a break out of razor burn with incredible results

Well you could use cucumber (shredded) too. Camille or Calendula. And it costs lesser.

Hydrocortosone is a steroid, so make sure you read the instructions on the packaging and only use it for the length of time you're supposed to. There can be negative effects from continously applying steroids, so make sure you follow the instructions on the packaging, or follow the instructions of your doctor if the steroid was prescribed by them.
