This is for the same user to have multiple sessions.

By default, Microsoft Windows 2012, 2016 and 2019 servers allow a single Remote Desktop session. If you have a need for multiple session for the same user follow the instructions below to allow you to enable 2 simultaneous RDP sessions for your user.

Be aware that if you want or need to allow more than 2 simultaneously sessions, RDS deployment with appropriate RDS CALs installed is necessary.

So how to enable multiple RDS sessions:

2. Go to Computer Configuration
3. Administrative Templates
4. Windows Components
5. Remote Desktop Services
6. Remote Desktop Session Host
7. Connections.
8. Set Restrict Remote Desktop Services user to a single Remote Desktop Services session to Disabled.

This is for the same user to have multiple sessions. After setting this policy let's say there is a user u1, then that same user(u1) can have multiple concurrent sessions.

If multiple users try to rdp to this server, like a terminal server, it will still restrict to max 2 sessions. You need to install the rds role for multiple users to have concurrent sessions.
