Tone deaf gets over used . If you can't sing its not automatically tone deafness.

When I was younger I tried learning to play the piano. I could read the music and play it but it never sounded right to me. When I'd play back what I heard I'd always play it in the wrong key. I gave up on it because it was frustrating to me and my teacher couldn't figure out how to help and I still have no idea why.

I've known two, maybe 3 people i believe to be truly tone deaf. One of them was a kid i went to elementary school with, who had assume significant hearing impairment and wore hearing aids, so it made sense in his case.
I'm really curious what it would be like., though. I don't have perfect pitch, but i have a good ear and could play piano by ear when i was 3, so not being able to differentiate pitch isn't something i can wrap my head around.

What about people who are just terrible with music, regardless of effort or practice bare incapable if holding notes?

Like im talking being unable to get ones head around musix, can't understand it, replicate it.
Functionally musically incapable.
