Is it possible to do a cluster(with vCenter installed on hosts) but with 2 virtual machines(each of them with ESXi) instead of 2 physical servers? can i do a failover of a VM that is in a VM(ESXi)?

Hate to be the bearer of bad news but running ESXi inside Virtualbox will never work properly. Virtualbox doesn't support nested virtualisation. VT-x is not available inside the guest.
