They might be reclaiming tobacco. Cigarettes that have expired are shipped back to the tobacco companies where they are cut open to get "reclaim tobacco" to be processed and put into new cigarettes.
They also use all the swept up tobacco dust and bits of stems from tobacco processing.
They basically mash it all up into a pulp and roll it out to make paper, after which it is sprayed with a "liquor" that contains extra nicotine and a mess of other chemicals. This paper then shredded to look like the rest of the tobacco and put into cigarettes.

This is called "Reconstituted Tobacco" and it makes up between 20-50% of each cigarette.

Nobody “NEEDS” that many. But, as a smoker, I can tell you…if he’s only going in “once per season”, he’s probably still running out, before he ever goes.
Ever heard, “Smoke em, if ya got em!”? Yeah. It seems the more you buy, the more you smoke. That goes for any “substance”, that has addiction potential.

Again, not defending smoking, any tobacco usage, or any addictive substance use. I’m a recovering addicts myself, as well. But, yeah.
To ask “Who needs that many cigarettes?”, but says he “only comes in once per season”…you answered your own question.
There’s 20 cigs, to a pack. There’s 10 packs to a carton. So, 1 carton is 200 cigs. Most daily/regular smokers smoke a carton within a week or two, depending on daily usage. Some, such as myself at times, go through an entire carton in about 3-4 DAYS.

What we see here is probably only 3-4 Cartons per tray. So, 2 trays is 6-8 Cartons. (I’m obviously taking a wild stab, at it, here. Lol!).
I don’t know what they consider a “Season”…3 months, 4 months, maybe even once per YEAR & visits annually? I’m not sure.
But, 8 cartons is 80 packs. Even 2 pack per day is 80 days. That’s not even 3 months. Most likely he smokes more than that.

Why don't they just give him the whole cart they're dumping them all in a bag which is going to rip them and tear them and bend them and make them laugh a lot less than what he's paying for they should just give him a box with those whole little box things put in there to be a lot easier instead of just dumping them in a loose bag that's going to make them all tear and get messed up
