Sam needs to make a more convincing argument against the existence of billionaires. Most Americans think that a billionaire is just a really great millionaire. The better argument is that a rational tax system would be steeply graduated at ulta-high income levels, such that practically speaking, it would be impossible to become a billionaire. They are like the California in the US- when California makes regulations, like environmental or consumer protections, every other US state either adopts them or benefits because California is one the largest markets and in order to have the same products across the US to save costs, everyone else benefits
