Furthermore, Twitter has currently no Data Protection Officer in its European HQ in Dublin, who would be responsible for the compliance of the GDPR in all European operations. In principle, in absence of a data protection officer every EU country in which Twitter is operating (well, every country) can punish Twitter for breaching the GDPR.

Mr Musk instead of paying for a personal verification mark how about paying for content verification if as person or group wanted a statement fact checked and verified for a fee Twitter would fact check and rated for truth and facts

Pre-purchase Twitter had 13 bn US$ dept, thereof 600 Mio US$ net dept. Twitter hasn't made a profit in the last 8 years, net loss 2020: -1, 136K US$, 2021: -221K US$. In my mind, the company was doomed to fail anyway, because shareholders don't like to pump endless money into a company w/o prospect in the foreseeable future of gaining any return back.
More than 50% of Twitter’s revenue was gained in the US (89% advertising, 11% data licencing), while only 22% of its users reside there. Twitter’s 2nd. largest market would be Japan with 17% share of its users.
Twitter's worldwide operations are dependent on the US market's advertising revenue and losing users in its main market USA, means losing significance for advertisers thus less revenue in advertisement.

Several press outlets have reported that before and during Musk's mass-layoff spree some crucial workers were added to the layoff lists 'accidentially' and had to be asked to come back.
To me, it is an indication that Twitter's HR was badly organized in the first place, probably because the company has grown faster than the organisation could keep up with and hasn't professionalised it. Companies of this size, especially with corporations operating international and who are subject to report, have to have an HR plan, with job description and specifications for each post, as well as fixed positions lists, which would be negotiated anually with department managers. Each new position to be created must be approved by the board of directors.
