HIPPA violation? Why are the police checking his medical records without a warrant?

Cops should be legally required to provide certain information and answer certain questions. For example:
1) Full name and badge/personnel number
2) Am I being detained/arrested?
3) Full and clear explanation of RAS/PC as well as the exact law being enforced.

That info should be provided immediately upon request and at times should be legally required immediately like at the start of any detention/arrest. Any cop who doesn't comply should be personally criminally and civilly liable.

Lying in a report should come with greater consequences. I've personally had lies presented to me written in a report by officers in court. I couldn't believe it, but when they believe you don't have the resources to defend yourself they will do it to stain future reports for absolutely nothing but sick joy or boredom.
