Crusader Kings is clearly less about simulating the historical middle ages and more about simulating medieval stories.

I always thought it was a reference to Victoria 2. If you play as Jan Mayen by releasing it from Sweden you have a country of 15 people. You get a decision to do a polar bear purchase and buy all the world's polar bears this increasing pop from 15 to 20000.
