PS4 not working. Makes noise every couple of seconds

Could this be the fan that is trying to spin but cannot?

same problem is happening to my ps4 at the moment started yesterday morning, it's the fan. I took my back off and cleaned the fan and blew some air through it to get all dust out and it started working again but early this started doing the same thing again. so idk what the hell is going on

Is this happening because the fan is malfunctioning and it needs to be changes or because there's a lot of dust collected?
I have the exact same issue that's why I am asking this
