Keep it very clean from dust and give it room. Also, go into video settings and set the resolution to 1080p with no virtual super-resolution (off). For the Pro try turning Boost Mode on and off for each game and observe the difference. But yeah, lower resolution and good cooling help a lot. Some games are louder because they aren't properly optimized for the PS4. For example, NMS used to make my PS4 Pro so loud I couldn't hear myself speak but after months of optimization and patches, it's now fixed. It's completely silent when I play in 1080p.

Put on headphones so you can't hear the fan.
Ironically I was using the loud fan noise to drown out the noise of my wife leaving me.

Fun fact: replacement of the thermal compound is actually the best solution for me, because my PS4 Pro previously sounded like a jet engine, because it was loud, even through ear buds and a very good headset.

I used liquid metal, which also made the consoles overall temperature drop quite significantly to less then 60°C from a hairy 80-84°C.

And the console finally settled down, and as a result was very silent, even through Destiny 2 intense sessions at 4K HDR 60fps, Wolfenstein games at the same resolution etc.

I love a quiet console.
