I recommend using Grizzly Kyronaut Extreme thermal paste. I just changed the paste and all the pads(aftermarket pads). The thing is silent now. Fan doesn’t spin like crazy anymore. Before I was using cheap paste and less than year the Pro was back at Sony airlines again, lol. Don’t use cheap thermal paste or pads. 🤙🏽

That's the HDD starting up, usually the PS4 uses more power to run games smoothly, and in recent startup its quiet
But if it's loud, the problem is of dust entering the PS4's output airflow or the heatsink being upside down, or it needs a thermal paste replacement.

Take the psvr thing off the top to improve the thermal conductivity, it will make it quieter, also cleamn it on the inside, you'd be surprised how bad the heat sync gets
