Feet up is preferred, you need to work those glutes. They stabilize lower back and help to maintain flat belly (with or without abs depending on your fat level), fixes spill over or bloated looking belly.

Actually regardless of foot position on hack squats you're going to activate the whole quadriceps,

But remember, the lenght, not the wide is that maters, some people like me, when they widen their legs their knees hurt, so if you have been feeling like hack squat hurts your knees, start closing those legs!
