I think unfiltered speech could work IF they do away with "trending" and promoting of highly liked and engaged with tweets.

We already know that a liked tweet will psychologically cause someone to be more likely to engage with it. We also know that posts that spark negative emotions will also get more engagement.

Don't filter the speech, but also don't promote anyone's speech over anyone else's.
