REINS is the word you're looking for. They're used to control the horse. Imagine a 2000 pound animal crushing someone because it was out of control.

The "whips" looked like reins to me, and the horses trained "cutting" horses. people who have never seen any ranching at all would call it "charging" but it was not. These horses and the equipment used by the riders are standard for the area and the type of training the horses have: ranching and herding cattle. The rider is using techniques used to herd cattle and is like second nature, or natural herding technique, he has been using for years. I don't think horses, riders, or gear is designed for herding people because herding people is not something border patrol, or anyone in these United States, has ever had to do to secure our border...until biden took office.
