Gamer here, that's the female NPC from the game Sons of The Forest, the video you're seeing, I've seen the exact same thing like 10 times through the night vision goggles. For lore, there are creatures on an island your helicopter has crashed on, which was a primarily a search mission for a family. The character you see in the video is the daughter in that family and has undergone mutation.
