There is only one logical answer for this, time travel

You can usually track which gods are the older, cthonic figures with more ancient cults by which ones appear to do independent things. Like Persephone being a hideous goddess of magic and the underworld. Here Haephestus seems to have been a useful, background mythic artificer before he was an Olympian.
