My DM has thrown bosses with regeneration 30 on it.
in that situation I'm not doing 1d8 damage I'm doing 1d8 + 30 damage

It's all about situation. My wizard is playing in Avernus and everything there is immune to fire, so no firebolt. So I find myself using Chill Touch a lot when I am concentrating on a spell and have nothing else to do.

it's situational, if you're fighting healing enemies this is technically dealing a lot more damage then this, and while enemies in official stuff don't have much healing, the DM can just give it to them whenever they please
essential if you're going to bring down the local religious order and fighting a ton of clerics, if you're into that, or fighting adventurers who also have healing

I think it's worth having as a Sorcerer cause you already have a shit ton of cantrips, and so having this as backup in case you meet an enemy that regens in a way you need to get rid of but have no easy way to get rid of it is useful.

Also, you could technically shut down the second phase of a mystic encounter with this

I forgot that this cantrip negates HP regen for a round… this would be a mean cantrip to give a group of enemy minions as DM… 😈

Counterpoint: What if you DONT HAVE a big gun spell? You're dropping one die size of damage (average 1 point per roll) over Firebolt for a less resisted damage type plus two useful riders when their circumstances come up. It's a versatile attack cantrip.

regardless of the enemies' affinity to necrotic the hit point restoration is still negated as it is not listed as part of the damage but rather the attack. This gets even better when fighting things like liches because if you win initiative you might just make the lich completely useless, and if it tries to paralizing touch you it has disadvantage because its undead. Surely there are not many encounters of this nature so I still wouldn't choose chill touch over ray of frost, especially on warlocks who really need to optimize their cantrips effectively because of their lack of spell slots

if anyone says "but you can use it to stop troll healing" they are dump firebolt and acid splash dose that already, this cantrip was made for dm's to use, having a spellcaster enemy cast this on a low hp barbarian and seeing the cleric go into panic mode is gold

I refer to this cantrip as the coup de grâce, because it's main use is in putting down those monsters that have a regeneration trait that kicks in even when they're at 0 hitpoints. There's not a lot of them, but there's enough that chill touch becomes a way to get around that regeneration and force them to actually die. Which means that, while it's not great for dealing damage, it's really great to hit a boss monster with if it gets back up after the first time it was knocked to 0.

Same as I'm seeing freon several others here, I've found this cantrip very useful on my blaster sorcerer as a back up damage type and healing stopper.

Yeah honestly I think preventing healing is essentially dealing damage similar to how preventing damage is essentially healing damage in terms of the best healer builds

To summarize the two types of comments I'm seeing here:
1. It isn't always impactful, but when it is, you're the best in game; the MVP.
2. You won't always encounter NPCs who can or will recover hit points during battle, but you will fairly often encounter PCs who can. It's a potent tool for the Dungeon Master.

Okay, it's great for Undeads with the "I Come back to life"-feature. We used it to kill undead T-rexes down i Chult. The cleric killed it's regeneration while the rest of the party nuked it. Stoped the T-rex from regaining health on it's turn after it died, and thus the battle was over after putting it down once

one of the best cantrip, same range as firebolt, only one dice size less and both the effect and the damage type are great, also, undead creatures having disadvantage attacking you is a nice addition
this cantrips shuts down all regeneration and healing habilities from any foe, works great fos PC and DMS.
best classes to take advantage are death domain clerics bcs ofc and sorceres with their quickened spell, twin spell and long spell.

From a Wizard/Sorc perspective, I see where you're coming from. As an avid player of a Circle of Spores Druid, however, Chill Touch pays dividends. D8 damage coupled with health regen block and 120 range at level 0 is still a good alternative for Wizards & Sorcerers. It's phenomenal for druids!

My personal argument for Chill Touch is that ALL attack cantrips are kinda doodoo anyways so they're largely interchangeable. As long as you only pick one, you can't go too wrong

Depends on how the DM designs their encounters, if they homebrew lots of monsters or have house rules like bonus action healing potion, stopping healing for 1 whole round can be a really big fucking deal. Of course, it shouldn't be the primary damage dealer that would be unbelievably stupid and there are many times where it'd be better to hurt the baddy more that way they would go down sooner before they heal some more. Just that I'm sure there are many games where this actually is the optimal action for that specific moment.

I got werewolves with regening health instead of immunity to all non-magical weapons and so one of my players who took this cantrip on a whim has now found it coming in absolutely clutch every now and again. Especially if there's a bbeg with legendary actions that can heal lol.

I decided to throw a troll at my party of 4 lvl 5's. This troll had a ring of partial fire immunity stuck on a tooth. 3 of the 4 blasted it with fire spells, the 4th was a martial. Each time they hit, I told them that the fire did jack shit to it. Then they proceeded to kill it with chill touch.
A bit later, I had a boss fight that they almost cheesed with one person constantly casting chill touch, but an anti-magic field at half health helped the martial get some of the limelight.
