An important note was left out of this and is something anyone managing an organization will want to know. When you remove devices/groups from this policy, it will effectively remove all accounts that are able to sign in. To resolve this you have to first log into the device, remove it in Intune, sync the device in settings, and then navigate to the local GPO (gpedit.msc) and expand Computer Configuration > Windows Settings > Security Settings > Local Policies > User Rights Assignment > and edit "Allow log on locally" to include what accounts should be able to access it again.

Perhaps a better way is to create a Default Logon policy assigned to a default logon security group and then move individual computers from that group to the restricted access group as needed.
