A jail is a temporary holding and processing centre. Not a prison. In New York City thousands of people are arrested per week, you can’t coordinate transport for all those people out of the city assuming they will be going to permanent detention.

They should use former open-cut mining sites and turn them into prisons. They would be more secure and make good use of those massive holes in the ground. Get the mining companies help pay for them with some of the huge profits they make.
