I remember a Legends comic where a group of Imperial higher-ups were complaining about how the Empire was "a theocracy of two." I guess more people might have known in Legends. In that same comic was a guy (a Moff, I think) who had the audacity to ask Vader what it was like to rely on a machine to breathe. Vader generously obliged by crushing the guy's throat (or something) so that the guy had to rely on a respirator to breathe just like the Dark Lord. Stand-up guy, that Vader.

I think both bail organa and Mon mothma Both knew that he was a sith. Because both of them have been in presence of Jedi that have fought with dark sidious and they would want to warn them not to go after that person.

In season 7 of The Clone Wars, Rex refers to him as Lord Sidious. Oddly, the clones apparently automatically knew his identity once Order 66 was triggered, at least the higher ranking clones did.

What about the sith art guy from the end of rebels ? The Malcolm McDowell character. He needed to be in on it.
