**SOLVED** This may not apply to your specific situation. I was using a SD card adapter, connected to an SD port USB adapter, because the info was stored on a microSD. The culprit was the SD card adapter. I noticed that the SD port USB adapter also had a slot for microSD cards. So I took the microSD card out of the SD card adapter and just slid it directly into the microSD slot of the USB adapter and it worked! The SD card adapter must have put up some sort of barrier or prevented efficient re-formatting. Note that the SD card adapter was NOT in the physical 'locked' mode AND that I had done what all these other websites and videos had told me to do (CMD prompt, regedit, etc).

For step 2 it's showing at the last where (fs=ntfs quick label=myflash) ; showing diskpart is showing an error, the parameter is incorrect.

What the actual hell. AOMEI software saved my, it actually worked and I could unlock my write-protected, unknown filesystem ruled USB flash drives. Kudos to you.
EDIT: Well. It still cannot be formated, and I need to allow copying of files to the sticks as an admin, otherwise I won't copy anything. Still, at least I can store something in there.
