How to reslove disk is write protected during sd card or pendrive format

After command "format fs=ntfs"
It shows me " 0 Percent completed and
"Diskpart has encountered an error " ..

i did it but after command "format fs=ntfs", it appears "0 percent completed" forever. Wait for a long time but the message keeps the same.

Did not work for me... actually it showed in cmd that DiskPart successfully formatted the volume but it did not. Is there any other way?
