£15 per hour is minimum wage, by the time your PA has paid their for own PI insurance, tax and NI. The standard/average rate for a virtual assistant in the UK is £30 p/h.

In the Philippines $5 per hour is sufficiently enough as for being a part time jobs probably, most people get wanted to contact overseas because they something cheap and valuable to ask for however the downside of it is it depends on where you will going to assign them for it and how it may difficult the required task

Most people think of VA's as from the Philippines for $5 an hour, but these types of tasks that you're talking about require a whole bunch of intelligence, so you have to be paying way more than that for that high quality assistant.
